Hi, I have a photo, and i want to know is there any way to converse it to lines, i need only lines to work with my machine, so i cant just turn it into vectors bcs it gives me to "fat" lines, they are not just lines they are more of a small circles. I posted the photo, i tried image trace etc but it doesnt give me good outlines.

I thinking, you have to go thru basic, to learn little bit more about Photoshop and all tools in it.
Go to help menu  , Photoshop help , get started

That's for Photoshop... no such tools in Elements unless your use add-ons like Elements+ to recover the ability to make paths from selections.
There are other ways in Elements.
For instance, starting with the above result of Rudy (from a Filter >> Adjustments >> threshold), you select the black areas with the magic wand and use the menu Edit >> Stroke on a new blank layer.

It would be using the Pen Tool (P). You can make a shape layer, or just start drawing curves and you will see it show up in the Paths palette as Work Path. You can copy/paste that to Illustrator, or export it, or continue to work with it in Photoshop.
