Elements: I need rain in some of my pictures

How do i install rain in a layered picture, using Photo Shop Elements 13? I was able to do it on an earlier version. I tried all the filters, but had no luck.

Are you referring to a plug-in called "Rain" or are you asking how to create simulated rain in a layer?

I tried one of the links you suggested, and was able to simulate rain in my photo. I saved the rain layer and was able to use it in another photo as an experiment to see if it could be done. I can lighten or darken the rain with the opacity setting.
