I have CS4 and Photoshop is no longer recognizing the scanner in my all-in-one printer. It prints fine but not seeing the scanner when I try to import to scan

Since you're still using CS4, obviously nothing has been updated in your software that would remove scanning, but not printing. Have you recently updated your OS? That's often the reason scanners and printers suddenly seem to not work. The drivers for your all-in-one may have not been updated.

Are you on Windows or Mac? Mac users do have to wait for updates to printer drivers, while Windows users can normally go looking to the manufacturer. If you're on Windows and have gone to the manufacturer's site and confirmed you have the latest update, tell us what OS and what printer and hopefully someone here will be able to help you troubleshoot.

At first I thought it was the printer so I bought a new one - different brand. Yes the computer was updated. The new printer all-in-one has brand new drivers and the scanner doesn’t work with the new one either.

I am using Windows 10 Home and the new printer is an Epson Workforce Pro WF-4730 - which was installed yesterday and all drivers were updated at installation

Most likely you were running PS CS4 32bit version with the 32bit TWAIN Plugin for PS CS4 installed. It may also work under Windows 10 if you do the same:
