(I have ben using PS since PS 4) Recently, when using the clone tool it will clone, however it looks like it is about 70% opacity. BUT it opacity is set to 100 %, Sample all layers is checked and hardness is at 100% Yet you can still see the original image showing through. Patch tool works OK

Thanks everyone! I just tried some more experiments on a single layer PSD and JPG just to try. Got the same results. Again opacity and hardness are 100% blend mode normal. I seems like opacity is about 33% because when I retraced over the subject 3 times I was able to completely change the target object to the new desired result. For example I wanted to remove a tree from in front of a house. You could still see the tree after the first pass and second pass. After The third pass you could not see the tree. (I was at 200% magnification too)

more than likely, some setting in your brush panel is causing this behavior.

Indeed. And it could also be the brush itself. Some special brushes, like the 'Spatter' brushes, are not fully opaque. Using such a brush would explain the observed behavior.

That may have done it. I just went to the stock brush and it seems to work, although I wasn't using a splatter brush - I just changed from what I had to a new brush and that seems to do it - fingers crossed!
