Did you make a selection first?

I wonder how you got into Photoshop. Why? Because there has been lots of chatter about how some functions are not available if you got into Photoshop by asking to edit from Lightroom before Photoshop has been opened. It is a simple fix: Just quit Photoshop, start Photoshop up from your desktop or whatever you use, and then go into Lightroom and ask for the edit of this file. It should work then. Good luck!

I'd think along the lines Mr. Kain is thinking. You need a selection for Grow, but not for Color Range, and I can't see from your screenshot why you couldn't get in. So either LR is the issue, or something's wrong with your installation.  The only other thing I can think would do this is if you were in 32 bit, but why would you be?

What is the bit depth of your image? If it's 32-bit, color range is disabled. Try changing Image > Mode > to 16-bits/channel
