I changed computers and now I can't use Photoshop anymore.

I changed computers and thought I would be able to use Photoshop I had installed, but it doesn't work because the old HDD is now a secondary HDD and not the startup disk.
And I originally bought PS in 2007 and since I have updated the PS online all the time, but for some reason I don't see that reflected in my account. 
Support chat person gave me a download link as per my year 2007 serial number, but it has two files and I tried to understand how to install them - if I should extract both files to same folder and then run set up, or do two separate and run set up or manually copy the files from the second file. IN any case, I didn't get any help from support person with that - so I did two different extraction locations and ran the EXE set up file. It installed but now:
1. I can't register bcause I get an error message saying there's no internet (which there is).
2. I don't know where to put the files from the other link/file I extracted.
Support refuses to help because they claim they no longer support that version. But it's obvious I haven't got a newer disc than the CS3 but I used the latest version of PS on the old computer until yesterday, I just don't remember which version it is.... 

How can I reinstall what I had?

The support says they no longer can help and that I should find help in the forums - experts...

This were the links I received. But they're not "CS3 Photoshop Middle Eastern Version 10.0 - they're regular without the Middle Eastern support.

I downloaded. Extracted both to the same folder. Installed the setup exe file. But then didn't know what to do with the folders and files in the ADBEST one, except for the fonts that I copied to fonts folder in Windows folder on new computer.

So the situation now is:

Regular Photoshop CS3 Extended Version 10 is installed, instead of Middle Eastern Version 10.0

So I can't use it for Hebrew (which is 50% or more of my work), only for English.

Adobe support download link didn't have any other English version to choose from except these (One pair is Mac and one pair is Windows -  I have Windows):

so first and foremost you don't extract ANYTHING, you click on the smaller file and it automatically pulls everything out and signs the files and you in the folder you will have a signed exe to install Photoshop

And I mean that I clicked the file and it extracted, but it asked me where to put the files...

I can't find the language. It's installed as regular English version 10.

I went from Windows 8 to 10 - good point. Forgot to say that. Have hardly used the new computer yet because I'm so busy trying to install the PS so I can work...
