PHOTOSHOP: I can't switch the foreground color and the background color

I have tried a lot of things. I can't switch using the small arrows next to the swatches on the tool bar, I can't switch using shortcut x, I can't switch the foreground and background in the color pallet. When I use the eye dropper or a brush with OPT the color goes to the background with no way to change it to foreground. When I click the default icon next to the color icon on the tool bar only the background color changes. I keep getting an error message saying "Could not complete your request because of a program error"

I have shut down and restarted Photoshop and my computer several times. I have checked my keyboard shortcuts and they are set on default. I have NOT reset all plugs, because the ones I am using, I have used for months with no problems.

I m using a Macbook Pro OS 10.8.5 and a Wacom Cintiq
Photoshop CS6

Am I missing something obvious here????

Quit and relaunch Photoshop. I think you're experiencing a bug that took us a long time to track down (turns out it's caused by the crop tool - that was far from obvious), but was fixed in Photoshop CC 2014.

I have quit Photoshop and relaunched several times. I have also shut down my computer several time. No change.

Is there some change I can make to the crop tool?

I do not have CC so that's not an option

I went in the deleted my preferences, then restarted and added back my custom brushes and actions. Not something I wanted to do. It seems to have fixed my problem.

Where can you find the preferences. I have looked at the following path:  HD»Library»Preferences 
and I don't see the Photoshop preference file. I see InDesign, Illustrator, PDF, Dreamweaver and a long list of others, but no Photoshop. Am I looking in the correct place.

Using CS6 with OS X 10.9.5
This is a new problem and nothing has changed recently.

You don't need to find the folder to delete your preferences. Hold down Cmd-Opt-Shift while you launch Photoshop and it will pop up a note asking if you want to delete your settings file. You do.

But for future reference: User Library > Preferences > Adobe Photoshop CS6 settings. If you choose method 1, you delete all your settings. If you open the library folder, you can delete only your preferences file.
