I can't find my pictures! Only the most recent pictures are available on my PSE. HELP

The picture files are not stored in Photoshop Elements. They are on your hard drive wherever you put them.

Yes, but why wouldn't they show up when I'm in PS organizer?  Doesn't the organizer find where the pictures are stored and "bring them to the organizer"?

The organizer keeps a catalog which does only contain links to the real location of your files on your computer.
There is no automatic indexing of all your pictures files, you are the master of the tool. You can choose:
- to tell where you want the files stored each time you index them in the catalog ('Import'), that is when you download from camera or card reader or when the files are already stored on your drives and you 'import' from files or folders.
- set your preferences (Edit > Preferences) to set a rule to where downloaded and scanned pictures should be stored by default
- set a background task to look for new files in a list of folders you have chosen. That's the only automatic process which is done while you are working in Elements.

I had 11,000 photos in Organizer before re-loading Elements 10. Now I only have 8300, although the missing ones are on the hard drive. How do I get them back in the Organizer?

If you are using the Organizer and you only see the last import batch, check if 'All Media' is shown in the middle of the upper bar. If not, click the button on the left to show All Media.

I have PS Elements 10.  Does that make a difference where the "All Media" would be located?  Didn't Adobe put all pictures on a "cloud" a year or so ago?

In PSE10 look at the top line on the right side, and click on the Display menu. To leave Import batch choose Thumbnail view (shortcut Ctrl+Alt+1)
You are perhaps thinking about Adobe Revel?
Your files are always stored on your computer, but there was another software and service, Adobe Revel which enabled you to store 'online albums' on the cloud for sharing. That service is closed and if you have used it, you have received many mails about its closing. I very much doubt that is your problem, but if it is, you should hurry to download files stored there if those files are not already on your computer.
