I cannot move elements in photoshop after having added an external image

I am unable to move objects, like added images, or even simple rectangles, for no readily apparent reason.  I could be doing something wrong but I got a second opinion in the office and it seems like it could be bugged instead.

Reproduction Steps:
  • Open photshop
  • create new web document
  • select rectangle tool and create new rectangle anywhere on blank document
  • select move tool and click and drag the rectangle from one position to another within the document
Expected result:

I would expect the rectangle to move with my mouse as I click and drag on the rectangle

Actual result:

the rectangle defiantly sits in its original position, ignoring any attempt at displacement.

I noticed in your video that you did not have the box ticked to make the transform controls visible. Tick this; it helps. Now then, when I tried to replicate this my settings for the shape drawing tool were on strike 5px and no fill. I found that when I placed my cursor over the stroked outline the cursor changed to the "up-down-left-right arrow" cursor for moving and I could indeed click and drag the shape around the page to move it. I think when you were doing it you were clicking INSIDE the shape, NOT on the stroked outline. Bearing this in mind, give it another try.

I am not quite sure why it would be designed to need to be selected on the edges.  I am not sure I understand your instructions.  nevertheless I  tried it and  i am still getting the same results.  I also checked transform controls and I am still unable to move elements.
