I am unable to see tools under the black bars on the top and bottom of my screen including the boxes to select expert, guided or basic modes, crop options, brush sizes etc. unless you hover over them with the mouse. is there any way to modify the bars?

This looks like a graphics driver issue. Have you tried going directly to you graphics card manufacturer's website and download the latest drivers for your graphics card?

There was no driver update. I also downloaded a trial of the latest version of Elements which did not change anything.

The second link is the same problem. I tried resetting preferences as recommended but it did not resolve the problem. I also updated the drivers for the graphics card but it did not correct the problem. Any other ideas? Sure seems like a software problem to me. I can upload a video if it will help. The bars are black until up you hover the mouse over then the options become visible but don't stay permanently. I had trouble even figuring out how to open the program the first time I used it because I didn't know the boxes for expert, guided, basic were there to click until I accidentally moused over them. Very frustrating as I have had Adobe for years. This is on a Dell UP2715k monitor (5k).
