Lightroom CC 2.1.1: I am unable to see any tool bars. Is there something missing?

Unlike Lightroom Classic, there are not really any "toolbars" in LRCC. There is one persistent bar along the bottom of the centre panel (various view options, flags, ratings) but any tool-specific items will be in the right-hand panel when a tool is selected.

I cant get the tool bars for library,develop map,in on the right side ,slideshow,print,web or the very top one that right side. which you can make larger or minimize of turn off

This thread is about the "cloudy" version of Lightroom, and all those modules (Library, Develop, Map, etc,) do not exist in that version of Lightroom. If, however, you are referring to Lightroom Classic then you can restore the module picker bar by pressing Shift+Tab once or twice. Similarly, the system icons for minimize/maximixe/close can be restored to view by pressing Shift+F once or twice.
