Photoshop CC 2015.5: Adobe core sync process interferes with other programs constantly

the core sync process that is linked to Photoshop continually runs when Photoshop program is NOT being used AT ALL .. it interferes with my browser, email, and all other programs running.. it will stop everything for 45 - 60 seconds at times ... HUGE annoyance .. can anyone help me.. ???  this process didn't interfere with normal daily operations until after the 15.5 update either ..

I am on Widows 7 - still .. [ i do not want to upgrade to W10 now ] .. for some reason it is a "priority" process ..  the syncing can also stop PS from processing also .. I have called Adobe about this issue more than once and always told there is nothing I can do about it .. maybe uninstall PS ?? which I certainly do not want to do ..

also I do not sync any libraries I make to the cloud either .. there was an option in previous versions on the cloud desktop app to stop and start the syncing process all together .. plus it had to be put in a special cloud folder to sync anyway .. not sure what version it was taken out since I never sync anyway ..
I do not collaborate with anyone on projects ...plus I did delete Lightroom hoping that would at least cut down on the amount of time it was interfering .. also I do not use any mobile apps that need to be synced either ..

Jeffery .. I was hoping for a reply to my problem on this sight and very disappointed that there was no conversation on the problem ..  I finally discovered a way to "fix" my problem.. it was quite simple to do but the PS call in help in the "country" that services my area certainly had no idea how to do it and told me totally incorrect information ...  there was also a language communication problem so I am not calling that support line back ..
 since I didn't receive any replies to my problem here, I am not updating to the new PS now .. I need to do a good bit of work on Photoshop ..

If anyone does have this same problem .. or they are having a problem similar to this ,  I will be glad to share what I did .. so far it is still working but I did not update to 17 yet ..
