PHOTOSHOP CC 2015 - Hue/Saturation adjustment layer - Zero Slider Position Issue

ISSUE: Hue/Saturation adjustment layer still modifies an image even if all (Hue, Sat., and Lightness) sliders are in 0 position.

How to reproduce:

1) Create Yellow-to-White gradient
3) Create a new group and set its transparency to difference
4) Duplicate the Yellow-to-White gradient layer and move it to the group folder
5) In the group folder create a Hue/Saturation adjustment layer (default setting - all sliders in 0 position). The adj. layer must be located above the gradient.
6) Create a Levels adjustment layer and move it at the very top, above the group folder (not inside)
7) In Levels layer properties, move the middle slider into the very left position
8) You will see that the image is not pure black. That means the the Hue/Saturation layer modified the image even all sliders were in 0 position. One would not expect such behavior when all sliders are in 0 position. I think the function of adjustment layer should be disabled when all sliders are in 0 pos.
