HSB/HSL filter: where has it gone?!

I need to correct luminance in a photo! Ps CC 64bit. This was no problem back in 32bit CS6. I don't remember if I ever had it working in 64 bit, but surely there is a 'modern' replacement? We're talking about Photoshop...

It is still there as an optional filter, part of the optional multiplugin.

Yes, but it's an .8BF file and it crashes my Photoshop when I try to run it. Is there a 16/64 bit version available or, as this link suggests, is this the 64 bit, and where can I get the 32 bit one that he claims works?

Running 32 bit Photoshop doesn't show the filter, but I might settle for a 32 bit version, even if I need to open a separate application to use it. I don't have so much memory that I need to be 64 bit, yet.
