So I was adding a rectangle onto my picture and somehow I managed to make it "stamp-like" I think. Now whenever I add a rectangle it adds dots to the perimeter of it. How can I can rid of the dots?

Set the stroke to none. On the tool options, you've set it to a dotted line.
