How to Get Expand Feature to Function in Photoshop CS6 ? It's Greyed-Out.

I just purchased Photoshop CS6. I noticed that I cannot access the Select, Modify, Expand feature to increase pixel size. It's greyed out. How do I activate the Expand feature?

You need to tell us a lot more, especially what kind of selection you are trying to expand.

I am creating a mask of the sky behind a church with numerous crosses that extend into the sky. I used the wand tool to make the sky black in the mask. When I then added in the new sky, there was a white outline around each cross. To remove these white lines I want to perform the following: Select, Modify, Expand (to 2 pixels). But CS6 will not allow me to use the drop-down menu to click on these three commands. Instead, when I click on Select, the Modify choice in the drop-down is greyed out and cannot be selected.

Thus, my question is how do I get to the Expand choice in the Select, Modify, Expand drop-down box?
