Are you using Photoshop? I don't completely understand your question. You want the size of the file on disk to be 24kb? You can't set the final file size on disk in the Image>Size dialog.

Changing the PPI will not do anything in regards to changing the file size. The only thing you can do is reduce the dimensions of the file and increase the amount of file compression (reduce the quality).

Thank you very much for your replies. Frankly speaking, I want to take part in the U.S. DV Lottery program which can only be applied online and they require to submit a photo of 600 x 600 pixels and a file less than 24KB. I scanned a photo and saved it in a file. Then I drew it and submitted but it was rejected because it does not meet the mentioned requirements. (too many pixels and file too big ). Please help.

Set the target number of pixels in Image Size and resample down to that size.

Then use SaveForWeb to compress your image down to the target file size.
