Photoshop Elements: How to add frame to a photo using the Effects panel?

I am a total newbie to Photoshop Elements 10 and to Photoshop period.

Am trying to apply a white frame called "Salt" from the Effects panel to a photo. I seem to wind up with the frame on one layer and the photo on another but can't get them together. Have tried many Help pages and a couple of videos but none are specific to USING the Effects panel. Most help pages merely state that various effects from the Effects panel can be used & tells how to select an effect but they stop short of saying exactly how to get the "effect" and photo together.... Am also new to using layers.... Would appreciate advice

1. Make a copy of your background layer (Ctrl+J).
2. With that copy layer selected, apply the "Salt" frame to the layer.
