How do you create a Palette Knife Effect

In photoshop along the top of the bar it has the title Painting.
The trouble is i can`t find any tutorials on this subject. After all they went to the effort of making brushes for this,but has i have just said it`s a no go.
I can`t find a tutorial anywhere on this topic?

I am using Photoshop CS 5 Extended. I created the effect once quite a while ago.
It mainly stood out because it was a candle flame in the Dark (Black) and i noticed the rough like scrapes in the Black.
I do not which version i was using when i did it,because it was at this place called the Art Studio,and they were teaching you how to use Photoshop in Art which for some reason it has painting at the top,but i cannot find any tutorials on this.

Well, there is a Palette Knife filter in Filter Gallery (under Artistic), but I'm not sure if that's what you're looking for.

Yes i know about these. No i am not looking for those. I had a go using the new brushes on a photograph of a Tree,and all of a sudden i felt i was using a paintbrush. I was pleased with it when i had finished. This was just a quick go with the new brushes.
I wanted the bark on the Tree to stand out,amongst other things.
In fact thinking back with hindsight i wished i bought Coral Painter.
I had a go at doing the Sea this was better,but again i could not get the White of the waves to look rough. Then on top of that you have to make layers,and masks.
I know about layers, but i haven`t a clue about masks. Could you tell me if there are tutorials about this topic. I can`t find any?
