i suppose i should first ask, 'is ps dot com a photo sharing service as well as editor/organizer service'?
if it is also a photo sharing my second question is, 'how do i view other images than those in my library'?

You must be invited to browse other members' shared albums. If you are invited by a friend or family member to one of their online albums, you can then view their gallery to see what other albums they have made publicly visible. In album share settings, it's up to users to enable only private sharing or to be publicly visible in their galleries. But the key thing is you need to know their personal URL in advance.
