Photoshop: How do I color a hand drawn character and/or background?

i'm new to photoshop. what is the first thing you need to do before you can color,highlight,shade,etc.​ a drawing?

Study art for 4 years? (sorry, easy shot)

I think we need more detail on what you're trying to do. Comic book coloring? Anime style coloring? Cel animation coloring? 3D textures? Hand painted photos? Color on scanned objects/scrapbooking style?
