I have a PSD file that is in 16bit and I need to take it down to 8bit to be able to copy and resize it so I can get the file down to under 5mb. At the moment the file is 9mb, to large to send via email.

Choose Image> Mode>8-bits/channel and see if the file is small enough. If it's not, use Image>Image Size... to reduce the size of the image so it's under 5MB.

The height in image size has to be 400, its for an assignment. I just changed it to 8bits and now it is 6.28mb, how do I get it under 5mb if the image size height in Pixel Dimension has to be 400 high.

That has all been done, Image size is 702k, dimensions 599W and 400H, all three boxes ticked (using CS6).

So size is 6.28mb with the above information.

I'm not following you. Which is it? Is the file 700k or 6.28MB? If you resized the image to be 599w x 400h it should only be ~700k

The picture file itself is 6.28mb(size) saved in my documents on my computer. In your dialog Image Size box above where it states 'Image Size' it states 700k on mine.

Hmm. What format are you saving the file in? My file saved as a PSD: 696,941 bytes (700 KB on disk)

Does your file have a ton of layers? Can you save a copy as a flattened PSD?
