Photoshop? How can I paste two photos into a white space. I used to just drag them.

I want to make a post card. This used to be easy. I would set up a white file. Open the two photos and drag them to the white space and they showed up as layers. I could move them around, add some text and I was done. Now they wont drag!!!!!!!!!!!!!!!!!!!!!!

Which product are you using?
Which version?
What OS version?
Where are you dragging them from?

I figured it out through the Photoshop Guide pdf and some hunting around.
I opened all three files.
Then I put the all white file on the desk and put the other two smaller files below it. I dragged the image from the layers panel on each photo to the white space.
And then all three images showed up as layers on the white file.
To position the images I used the cross icon at the top of the tool bar and selected the layer I wanted to move.
I put it in position and then did the same with the second photo.
It worked!!!
