Photoshop: How can I get Photoshop to release the "file in use" status without having to close it?

How can I get Photoshop to release the "file in use" status without having to close it? If I open a file, find I no longer need it, then close the file, I can't delete the file until I close Photoshop because windows thinks the file is in use.
Is there a setting to use to get Adobe products to hand off the files once they have been closed?

Photoshop doesn't keep files open at all. After Photoshop reads a file, the file is closed and other applications can modify the file all they want. After writing a file, the file is closed. If Photoshop kept files open like that, we'd be receiving millions of complaints!

Something else is holding your file open.
