Photoshop: How about a Build Cap for brush opacity?

I would love a brush option which was the opposite of the Build Up dynamic. So that a brush set at 50% would never cause a build up greater than 50%.

Essentially, an option which states "paint only if layer contains pixels less than set opacity".

This would provide a "cap" to the opacity a brush could lay down. Currently the only way to do this is to paint at 100% opacity and then reduce the layer or fill opacity. But this method loses all ability to dynamically alter opacity on the fly while painting.
