Lightroom: How to save Presets to the cloud?

We are currently experiencing severe Windows 10 issues. The best solution is to downgrade to Windows 8.1 which will require re-formatting the hard drive. The catalog is on the E drive, which I can disconnect and protect. My concern is re-connecting LR to the catalog and actions after re-installing. Is there a way to save the settings on the cloud and import them after I re-install LR? The last time I had to re-install LR it took me forever to re-establish all of the settings and links. Thanks in advance!

No, there isn't. You will have to backup everything and reinstall it. Apart from your catalog and your images, this is where you will find the other stuff. Remember that the default things will automatically be reinstalled when you reinstall Lightroom, so concentrate on the custom things. https://www.lightroomqueen.com/lightroom-classic-file-locations/

Since you are reformatting the drive what you are doing is the same as moving to a new computer. The below article lists ALL of the folders and items that need to copied and backed up BEFORE the reformat and reinstallation of Windows 8.1 and LR. Once reinstalled you can replace the new LR folders with the previous backed up folders and files.

Speaking about LR Presets only, since that was the orig concern. All you need do is locate them and copy them to the cloud. To find their location, right click any preset and choose "Show in Explorer". You will then be shown the path to your presets. Your entire collection of presets will probably be found in a "Settings" folder. Upload that folder to save all of your presets.

What's the point of offering a cloud software that doesn't do this for you?  It should sync me up as I move between machines.

Lightroom Ecosystem Clients (Desktop, Web and Mobile) do sync presets and should do so as you move between machines.

Lightroom Classic is not part of this syncing and presets must be managed manually.
