There are many tools and ways to achieve this. YouTube also have a lot of tutorials but for your specific use case, maybe post the photo here to give some of the wizards in this forum an idea so they can better advise you on how to.

Just one thought -- often it's easier to select what you want to keep, copy that to a new layer, and go from there.  With that in mind, I totally agree -- checkout the wonderful examples on YouTube.
