how to move an existing guides a specific distance?

There isn't a built-in way that I know of. However, it is possible.

Turn on Snap (View->Snap) and make sure snap to guides is checked. Create a rectangle as a shape and snap the edge to the guide. Free Transform and move the shape your desired number of pixels. Drag the guide and snap to the moved shape. Delete the shape layer.

Hopefully someone else knows an easier way to accomplish this.

Use show rulers; pick units that fit what you want.
When grabbing a guide, the guide position is shown on the ruler and its position is shown as a number (x or y)(mine shows adjacent to the cursor) and if you watch numbers you can move and stop precisely....zoom in and I can adjust as little as 0.1 pixels.
