Elements 13: How to make animated Gifs from videos in PSE or PRE?

I bought adobe premiere elements 13 and photoshop elements 13. I would like to make a gif from a video file.
I've looked at many threads and tutorials, but 13 seems very different to what the tutorials are showing.
One tutorial said to export as animated gif in premiere, but there was not an option in the share tab and the export under "file" was not available to click as it was grey.
Another tutorial told me to do it in photoshop and to import frames from video. However when I went to do this the only option was "WIA Support..."
Does anyone know how I can either tackle these problems or another way to make animated gifs from videos in either Photoshop Elements 13 or Premiere Elements 13? Thank you

EXACT same observations and needs. They won't respond here. Did you find a place that helped you? Regular Adobe help on practical needs like this is sketchy and scattered.
