Photoshop: How to make a Photoshop PDF document with copiable text ?

Hello, I’d like to ask you how to solve my problem - I made a document (there are photos, design elements and TEXT in it) in the Photoshop CC 2019 and I save it in the format Photoshop PDF. Problem is, that it’s not possible to mark and copy the text from it which is very important to me. Is there someone who know the solution please? :-)

I think there's only one way to do that it you start with Photoshop: use text recognition in Acrobat. Save the Photoshop PDF, then open in Acrobat, and Edit the document there. Acrobat will ask of it should run text recognition; say yes.
