Photoshop: How to increase quality of an image without changing the size of it?

I want to change the quality of an image but i don't want to change the size of it in photoshop

Howdy Josh, 

What do you mean when you say "increase the quality of an image"?  Are you talking about resolution?  Or details?  There is a set of sharpen filters which might fit your needs, but tell us more.

unfortunately, increasing the resolution will decrease the quality and also increase the size.

Eartho is correct.  You can decrease an image's resolution easily.  Increasing is another matter.  Depending on what the image is, you could try the various Sharpen filters to see if any give the desired effect, but you are messing with the integrity of your image.
