I just upgraded from Photoshop elements 5 to 13. I have 17,000 photos with multiple tags in the old version (5) and need to import the tags with the photos into the new version (13).

The tags from your Elements 5 are kept in the catalog database. You can use the menu File/Write metadata to files, to write your tags, captions, notes and ratings in the picture file themselves. That way, PSE13 or other editing programs will be able to recover those tags.
But to recover almost everything from your catalog, which includes stacks, version sets and collections/albums, you'll have to convert your catalog to the new format.
- I suppose you are on the same computer and it's not a 64 bits OS?
- The general solution if you chang computers is to use the backup and restore process which will restore both the image pictures tree and the catalog, and which will convert the catalog to the latest version.

Thanks for the help. I am moving to a new computer with Windows 8- 64 bit from a computer running windows 7. does that change any of your proposed solution?

Yes, I think you are in the situation described in this recent paper, since you are coming from a PSE5 catalog (.psa extension, Access database) to a PSE13 one (sqlite database) on a 64 bits Win version:

The solution has worked for me (I was on the same computer), you should look at the last paragraph to convert backups.
