Photoshop CS3: How do I uninstall and reinstall? The program will not work "License for this procuct has stopped working"

I purchased Adobe Photoshop CS3 in 2008 along with Classroom in a book for it. I registered and activated it and shortly afterwards my life changed dramatically. I am trying to get back to it, but I cannot. I get the error message "License for this procuct has stopped working" "You annot use this product at this time. You must repair the problem by uninstalling and reinstalling this product, or contacting your IT administrator (?) or Adobe Customer Support for help."
How do I uninstall it? Will the disc reinstall it or does it only install it one time? I have a lot of money invested in this program. What should I do to get it on my computer?
Please help me. I have a personal computer and no IT administrator.

Hi Shirley, I can see your CS3 upgrade registered under your Adobe ID using the email address you've used to sign on to this site.

Error "Licensing has stopped working" | Windows:

You can uninstall on windows using these instructions.

You can reinstall from your disk if you still have it. If you don't have an installer you can download one from here:

I have the same problem, but I keep getting this error when trying to download CS# Master Collection from the links provided.
HTTP ERROR: 404 /support/downloads/dlm/main.jsp


I just bought a new computer with Windows 10 installed after purchase.
