A tutorial I saw on YouTube seemed to indicate a Glamour Glow button on a previous version of Ps.

Not that I know of. But someone could have loaded an action or an extension panel with a button for that.

Most soft glow effects are along the lines of: duplicate layer, blur layer, set layer to lighten or screen, then adjust opacity to taste.

I know this is an old post, but Glamour Glow, as a filter, is a part of the Nik Efex Color Efex Pro plug-in. Chris' answer was right though. You can do it manually. Guassian Blur and Screen are the manual methods for creating a glow. There are Surface Blur techniques as well. Sometimes, other Blending Modes work better too, depending on what your blend/base layer pixel relationship is.
