Photoshop: I cannot use the close stamp and cannot figure out how it got unlocked

How can I unlock a base picture. I cannot use the close stamp and cannot figure out how it got unlocked


I just need to unlock my picture so I can edit it.

Double click on the background layer, but that's not good. Ctrl+J to duplicate the layer. Then create a blank layer above that and use the Clone tool on Current and Below. Always work non-destructively.

Look in your Layers Panel... is there a lock button which is active?

The clone stamp can definitely be used on a background layer too, and the same applies to almost any other edit. The only thing you can't do is move a background layer. If you can't edit the background layer, there is something else going on.

The other thought is you're trying to clone on a smart object layer. You can either rasterize the smart object, or create a new blank layer above it and set the sampling to current and below.
