You can pause syncing by clicking on the cloud icon in the top right, and LR will store files locally - but you will not be able to use cloud-based features, such as Search and face tagging. If this isn't satisfactory and you can't resolve your load time issues (sorry I'm no help there), then consider Lightroom Classic CC.

Lightroom Classic CC. is way too complicating, even local high school media teacher hates this.

I absolutely HATE how Adobe does not give the user the choice to turn off cloud sync. I go on long hikes and do not have any access to WiFi or cellular coverage for days on end. So once a photo gets synced to the cloud, it is locked away and I can't edit it until I have service again to download the image back to my phone from the cloud.

I don't care that the file isn't backed up or I can't use face tagging...GIVE ME THE CHOICE!

Adobe does give you that choice. You can keep a local smart preview on your phone. That allows you to edit the picture without having an internet connection. Settings - Cloud Storage & Sync. Check the Only Download Smart Previews button. Then go to the album(s) that contain(s) the image(s), tab on the three dots behind the album name and check Store Locally.
