Photoshop: How can i fix my gopro pictures with this software?

At homecoming we were in a hurry and we took pictures with a gopro hero 4 inside and due to low light the picture didn't turn out great but I can still make out a picture I was wondering if you guys think you can enhance the picture in any way to give it that "gopro quality". Two of those pictures were taken with a gopro and they would look amazing if they didn't have such a weird quick movement when taken but its only slight I just don't know how to fix it by using this software. One of the pictures is taken with a phone to show you a control or reference. Please help!!

I am using Adobe Photoshop I am not really sure the version but I just recently downloaded it on my computer so I guess the newest one

You might able to try the Photoshop CC's camera shake reduction https://helpx.adobe.com/photoshop/using/reduce-camera-shake-induced-blurring.html to remove some of the motion blurs. Also, there is significant barrel lens distortion coming from a wide angle lens. You could try the lens correction capability in the Lightroom CC and Photoshop CC.
