How can I change a frame rate for my animation in the frame animation mode.

Hi,
I'm trying to make some animation with the photoshop 19.0. I'm using a timeline panel with the frame animation mode on it. I have about 15 frame per second in this case by default. How can I increase FPS? 
I have readen photoshop help and some Internets but not the answer. 
Delay time for each frame works just like delay. It's side way to make less fps but not to increase it. 

 Link to the PSD template file with 45 frame in it. How can I make this animation to 1 sec duration (45 fps) ?

1 / 45 = 0,022 s per frame
Select frames, click little arrow and try to set this time value.

It doesn't work this way for me. I noticed this on my original post.
If I try set 0,022 second delay per each frame I will have default 15 fps +  0,022 sec. lag on every frame. 
It's like 
1/15 = 0,066 (by default) 
0,066 + 0,022 = 0,088 second per frame.
This is about 11 fps.
Did you try use this way for real or just made a guess?

No. 0,022 second per frame is 0,022 second per frame. There is no addition. (but maybe I am wrong)
Anyway if time per frame is very small, some programs might want adjust it. There might be problem with performance.

Oh, it's looks like I wasn't clear enough. Sorry.
Problem what I face is just about inside Photoshop. It's not about gif format or any other applications. I'm trying to see 45 fps inside Photoshop.

So in Photoshop it doesn't play in desired speed and outside Photoshop does? Or? What if you open GIF in different app? What is frame delay? Is it same as in Photoshop?

Yes. This is exactly what the problem is.
What if you open GIF in different app?
I have no GIF files at all. I have no any other apps. I made the animation inside Photoshop from scratch.

Photoshop sometimes can't play animation at very high speed. But after export it is correct.

Is the frame delay the only way to adjust fps for frame animation mode?

I think for frame animation mode yes. But for timeline mode you can set this: http://sklad.bereza.cz/00-jarda/00_screenshot/2017-12-20_180104.jpg

And after conversion back into frame animation mode frame delay is: "0,02" which is value calculated in my first comment.

Made video to illustrate how it works to me. 

50 frames
Set 0.02 second per frame
Should have 1 second duration video. And 50 fps.
Video shows this is definitely not true for my case.
Interestingly, it's just my case or common issue?
This PSD for testing if needed.

Looks like Photoshop bug. But I don't sure.

You have to shift-click the first and last frames, so that ALL of the frames change their 'delay' (or 'duration').  15 fps is .06 seconds per frame, 10 fps is .1 seconds per frame.
