I am a casual photoshop/illustrator user. I would like to use photoshop once in a while if I have some photos that I want to edit or illustrator whenever inspiration strikes me. I probably won't need a whole month. It would be great if there are options for casual users like me. Right now at that price point, it is deterring me from using those apps and I instead turn to free open sourced ones.

Illustrator doesn't have an inexpensive way of getting it, unfortunately, but PS/LR is as cheap as they can go, imo. Imagine having to maintain accounts for hourly or even day rates, the intrusion of them knowing your precise hourly/daily usage, starting and stopping your access, the cost of billing and noting if paid or not paid, and does getting confirmation of payment happen before or after you ask for time when inspiration strikes.

What happens if you're in the middle of a fabulous image and your time runs out? Does it cut you off without a save like a pay phone? Or give you a 2 minute warning?

Maybe someday some large company will come up with a means for handling pay as you go access, but today, doing that for potentially many millions of customers doesn't sound feasible. I think you're probably doing well with open source apps. Or look into apps that are quite reasonably priced without the subscription model. There are several for both raster and vector. A one time charge and you can stick with it for that occasional use for years.
