Well having given talked to HP they were pretty sure this was not a printer problem.
I had printed onto Borderless A4 and set the print size to Actual which was 21cm x 21.7cm that is to say A4 size and when I did this I had the problem.

HP suggested change the size to custom / scale to fit media - and problem solved!

However I still notice that the image is printed larger than it should be tha is to say if I display the picture "print size" all the elements of the pricture are shown slighly smaller than they appear on paper

Paper size definitions (such as A4, or Letter, or whatever) comes from the printer driver (as it is the printer that must tell applications what sizes it is capable to print to). You may notice you have a different list of choices if you have different printers installed.

If it is specifically the A4 definition that runs into this horizontal line problem (i.e. other print sizes do not show this same behavior), that strongly suggests the issue is coming from the driver, not the physical printer or from Elements. Which would also explain why the custom size works without issue. However, it sounds like the custom sizing has to be adjusted to come out right.

Hi Brett Thanks for the reply. I have opened a call with HP who suggested that as I had not seen this issue with any other software than Elements this meant it was most likely an Elements issue. The change that I had tried that did remove the problem - changing print size from Actual to Custome/Scale to media should not have impacted the driver only Elements as the Actual size and the media size are the same.

Personally I am not convinced either way. I have found several odd issues trying to print this document which does point to either the driver or the way Elements interfaces with it.
When I Print on A4 glossy paper as above with the size to custom / scale to fit media the doucment prints good quality but slighly oversized.
When I print on A4 plain paper the picture print quality is markedly lower with a muddy smeared look.
When I turn off print preview in the driver it crops the output to 15.6cm wide by 10.4 deep and within that are prints some parts twice - however the picture quality is good.
This is pretty frustrating as I am getting through a lot of paper, ink and time trying to get a decent print.

You are right, I had misread the previous post. The Print Size setting belongs to Photoshop Elements. Basically this setting determines the DPI of the printed image.

What size, in pixel dimensions, is your image?
