Lightroom: Highlighted GUI element stops mouse wheel scrolling on Windows 10

Windows 10, LR build CC 2015.1.1 [1032027]

Go to develop module
Mouse the mouse pointer over a slide, eg exposure, so the text for that slider is highlighted.
Try to scroll the panel (not the slider) up down using the mouse wheel, it's stuck.
Mouse the mouse off the slider so the element is no longer highlighted and scroll is enabled again.

This new behaviour is annoying because if you start scrolling the panel where the mouse isn't over an element another one might scroll into place under the mouse stopping any further scrolling, you have to move the mouse in order to continue scrolling.

Hey guys - I just checked on the state of this bug and it is indeed still open but has been continuously deferred due to our dev team’s attention to more pressing issues.
I realize that this has been a pain point for many of you for too long now, and have gotten confirmation that a fix for this will be added to the schedule. That said, it may still be at least another release away from making it into a shipping build.

Anyway - just wanted to give you an update on where this issue stands and I apologize for the delay.
