Official Response (which PSE uploads/syncs to) isn't really a Cloud. That's what makes the new Adobe Carousel so special, it's our first real Cloud service.

The relationship between Photoshop Elements and is one of backup or online storage. It isn't really designed to sync two devices together. However, it essentially can be done.

Assumed: everything is setup and working on your first computer. On your second computer, log in with the same user name and password as on the first (and, either through the Welcome Screen or the Sign In link at the top next to the Undo button. Once signed in, go to Edit>Preferences>Backup/Syncronization. Put a check in the "Backup/Sync is On" and then, after it refreshes, put a check in all the Albums you want to download (if you want everything, just click the Backup/Sync Entire Catalog button). You can then start the sync process manually by double-clicking the Safe icon in the system tray and click the Sync Now button.

These are Windows centric instructions, but can be followed will minor changes to the exact text.
