Photoshop CC 2017: If I use touch to zoom or pan, I can't use hotkeys until I tap the document with the stylus (Surface Pro 4)

Help! I'm running Photoshop CC 2017 on a Surface Pro 4. Evey time I use touch to zoom and/or pan, I can't use hotkeys until I tap the document with the stylus.

I have updated all firmware, drivers, etc. I tied uninstalling and reinstalling Photoshop. I deleted the preference file. I have changed just about every preference. It's driving me crazy and really slowing my workflow.

I should also mention that it only happens in Photoshop, so I don't think it's a Windows, or hardware issue.

Do you have any third party panels installed? If you launch Photoshop and hold down the Shift key to disable 3rd party plug-ins, does it work correctly?

Thanks so much! Not only does that seem to have fixed it, at least so far. It also still loaded Coolorus somehow.

Well, it worked for a little while. Now it's back. <sigh>

I've found that if I hit the Windows key, and then go back to Photoshop, it works again for a little while.

I've narrowed it down to the "Enable Gestures" preference. Of course, if I disable that, I can't rotate with touch.
