Photoshop will only show that the plugin is installed if the plugin really is installed somewhere in the Plug-Ins folder (the plugins installed are checked at launch time). Go to the Plug-Ins folder and see what remains of that plugin.

Hello i uninstalled alien skin blow up from photoshop 2018 deleted all trace of it in the plugins folder but it is still showing in the filter menu

Try this: reinstall the Exposure X3 Bundle or X4 Bundle, and then uninstall from the Applications/Alien Skin folder. Tht worked for me.

I did all thet was said on Adobe site, and it is still there! The same PortraitPro... Terrible.

What version of Portrait Pro? Did you check both the version specific folder and a the shared location? https://helpx.adobe.com/photoshop/kb/plug-ins-photoshop-troubleshooting.html
