Help. Lightroom 6 won't screen out duplicates!

Lightroom 6. Does not identify (and therefore DOES import) duplicates when importing from an external HDD containing files and folders (which have been on a Lightroom Catalogue in the past). These files are not being imported direct from a SD card or camera, but from an external hard drive on which I have placed numerous collections prior to organising and cleaning them via Lightroom. My hopes have been dashed!
Lightroom 6 also seems (in situations I have not yet been able to clearly analyse) to add -2 to file names where the file may already exist. It does not do this all the time. Sometimes it just imports the duplicates. I have to use the 'duplicate finder' plug in with every single import in order to eradicate the duplicates that are imported. I also need to do a search on -2.file extension to eradicate those. Not good.

What do you mean by "which have been on a Lightroom Catalogue in the past"?

The suspected duplicate check will only find photos that are suspected of being duplicates of ones currently in the current catalog. They have to match on the filename (as it was when imported) plus the file size plus the capture time to be suspected as duplicates.
