While my iPad, iPhone, and Online versions are properly working every single folder in my library on my desktop now shows 0 files.  I have logged out and back in, as well as remove/reinstall the app.

Lightroom CC, i.e. the cloud-centric application which runs on the desktop, does not show a photo count on Folders, as they are just containers for Albums, which is where the photo count is displayed. So either you meant Albums are showing the 0 photo counts, or you're really talking about LR Classic, the desktop app which was formerly known just as Lightroom (and does have photo counts listed for folders).

So first, could you clarify which app you are using?

But assuming you are using the cloud-centric Lightroom CC, can you tell us what the photo count is for All Photos (at the top of the left hand panel). That should be the same as the All Photos total that you see in the other LRCC apps on your mobile devices and LRCC Web. But if the total is also 0, then I can only think that either you have sync disabled in the desktop app, OR you are logged in using a different Adobe ID to the one you are using in the other devices.

Can you check and verify?

Lightroom CC and you are correct Albums are showing 0 on the desktop app. They are correct on iPad and iPhone and Web.

OK, so can you answer my other questions? Specifically, what's the All Photos total of the LRCC desktop app (it should be the same as in the other LRCC apps, is it?), also can you confirm that syncing is not paused in the same app? And have you verified that you are logged in using the same Adobe ID as all your other LRCC apps?

All Photos is the same across all apps, 103,000.

Syncing is not paused.

Logged in. Photos are updating when added to the mobile, but not in the iPhone Photo album, just the ‘All Photos’

OK, it sounds as though everything is syncing correctly, so we just need to figure out why you're not getting the images into the album you expect in the LRCC desktop app. To do that, it would help to see a couple of screenshots: one of the left hand panel of LRCC desktop which shows the album(s) in question, and the other of the main albums list on either your iPhone or iPad.
