healing brush tool, clone stamp tool and brush tool are not loading sample to very edge of tool

I've recently found that when using any of the effects/healing brush tools I'm not getting the brush to fill the sample of what has been selected clear to the very edge of the tool. There's like a phantom buffer area outside of the useable target area that is holding the sample data, so when you go up to where you want to change a section in the image, you end up having to move in closer, beyond that outer edge of the circle to the inner circle of the selection to be cloned.

I'm working on an iMac 27" it's got fusion drive, increased graphics capability, increased RAM, the very strange thing about this is that when I go into my user accounts for this machine and switch to a different account, and call up Photoshop, everything works just as you would expect it to. It's a major pain, I've tried everything to try and correct it, I'm out of ideas!!
