Elements 13:Having trouble reconnecting 'lost' photos

I had been running PS 12 on an old Windows VISTA box which finally gave up the ghost. Luckily I had done a backup to an external Seagate drive. I bought a new Lenovo B50 Windows 8.1 and loaded up PS 13. While it 'sees' the folders, I'm still getting '?' for some of the 50000 pictures that I have. I've tried running the 'find missing files' and while some have been found, others aren't. Yet under organizer I can see them - I just can't open them. I've tried running a catalog repair but it says that the catalog is fine. Any suggestions would be greatly appreciated.

Logically, if you open a 'restored' catalog and find 'missing' files, that means that the files were already missing at the time of the backup.
If you restore to the same drive, the 'reconnect' option will be able to find and reconnect the files.
If you restore to a new drive or computer, the 'missing' files can't be found since they have not been copied into the backup folder.
So, it's not clear why you have been able to find some of the missing files if you restored to a new computer?
The fact you can see the thumbnails of the missing files is normal : small thumbnails are stored and included in the catalog itself.
