Lawrence: To recover your files from PS.com, with all of their tags, just reinstall Photoshop Elements and login with your account info in Elements Organizer. Then go to Preferences > Backup/Sync and turn it on. It should then sync everything by downloading all of your files from PS.com

Paul: It doesn't sound like you're in the same boat as Lawrence, because you aren't mentioning PS.com. You'll want to recover your image files and your catalog file from your backups. I don't know how your backup software works, nor where you stored your images, but the default location for the catalog is:
Windows XP: C:\Documents and Settings\All Users\Application Data\Adobe\Elements Organizer\Catalogs
Win Vista/7: C:\Program Data\Adobe\Elements Organizer\Catalogs
Mac: //Users/[Your User Name]/Library/Application Support/Adobe/Elements Organizer/Catalogs/[Catalog Name]/
