Photoshop: How do I create a digital silkscreen effect using halftones?

I am having an issue with my photoshop files I am trying to have halftones which I can alter the color balance so it looks like a digital silkscreen.

I open the file and change the image to grey scale- Bitmap and then I have read online to go back into mode and change the bitmap into greyscale and then back into RGB which should allow the color to be altered.  I cannot seem to make that work.  I have done this in the past and vaguely remember needing to export the files as bitmaps which then save with RGB and can be opened and then color balance altered but that doesnt seem to be working as the color will change in preview and then jump back into grey scale.  Like I have said I did this before without so many issues but now I cannot seem to move forward.

I have opened some using illustrator which does seem to alter the color but I would like any advice to be able to continue working in photoshop.

What application are you using? Elements doesn't have sophisticated half-toning and channel support.
